Basic alignment: Dio's introductory scenes to the audience and the protagonist of part 1 are to be apathetic about his admittedly horrible dying father (who he actively poisoned) and kick a dog, respectively. Everything that goes wrong in this canon including the erasing and rewriting of the universe is directly or indirectly because of his actions. He ruins the lives of nearly everyone he comes across with the debatable exception of Enrico Pucci, and goes through followers like most people go through Pringles with just as little sentiment about it.
He's as close to being the devil as one can be without literally being Satan and/or Lucifer, seeking to rule and even remake the world. If he has any strict alignment, it may be the worst kind of Lawful Evil possible.
Strengths and Weaknesses: Sometimes, evil isn't made. It doesn't have an excuse and it can't be reformed, reasoned with, or dissuaded. Sometimes evil is simply born, and there is possibly no better example of that than Dio Brando. From his introduction, it's made abundantly clear that Dio's main and only priorities in life are himself and his own advancement. While his ambition is unparalleled and possibly a strength on its own, the way he chooses to apply it makes ambition itself a dangerous weapon. Over time he becomes the metaphorical unstoppable force, continually escalating his own situation until his goal has advanced from 'inherit the Joestar fortune' to 'take over the entire world' with absolutely no thought given to the idea that maybe being that unbelievably evil is not the wisest life choice.
Dio's respect for anyone and anything but himself is nonexistent; to him, other people are tools to advance himself. He poisons his own father just to get rid of him, attempts to poison his adoptive father solely to put himself in a better position to inherit the Joestar fortune and manor, and after becoming a vampire Dio simply regards nearly everyone so far below him as to be disposable resources. Circa Stardust Crusaders, he loses over twenty devoted followers due to the main characters' actions, and seems to regard it as only a minor inconvenience--because he's the only one left alive to defeat his enemies, not because 20+ people that worked for him are dead or incapacitated.
Although Dio has almost no ability to truly befriend or care about people in any normal fashion, what he does have is charisma. Compared to a cult leader, it's said more than once that the vampire has a voice that calms the hearts of those who hear it...but what it truly is is the calm before a storm and the precursor to a destructive force of nature. Dio exudes power and conducts himself with elegance whenever possible, in doing so gathering a fanatically devoted following of Stand users by the start of Part 3.
While he is prideful, even Dio only allows pride to go so far. He's willing to drag himself along the ground literally and metaphorically in order to get ahead. All that matters to Dio is 'to be victorious and rule'--the method used to get there means nothing to him. What his main flaw is, as with many such antagonists, is arrogance. Speaking often in third person, he is as self-centered as they come with or without charisma on his side. Though he structures his larger plans well, Dio seemingly lacks the ability to fully think things through. Even the act of turning himself into a vampire looks almost like a half-baked concept done to get himself out of being arrested for attempted murder. Additionally, his tendency for the melodramatic can lead him to do almost childish things such as stopping time, picking someone up, and setting them at the bottom of a flight of stairs to create the illusion that they never stepped up the stairs to begin with. It's accurate to say that he has an abundance of pride and a complete lack of shame, like just about any twenty-year-old would if given absolute power and carrying a massive chip on their shoulder.
Furthermore, as the protagonists defeat everyone he sends against him and even as he himself is completely cornered by Jotaro's own time stop ability, it never once seems to fully sink in that he may actually be defeated. Even his own last words amount to 'I can't lose, because I'm Dio'. And in a sense, he doesn't lose; the effects of his actions are felt through the rest of the series in varying capacity, and the universal reset taking place at the end of Part 6 is the half-formed result of his own larger goal to reach 'heaven', a world in which Dio could effectively be a god in more than just name.
Dio's influence serves as the source for the majority of the series' conflicts both after his death and during his time as a direct antagonist. He only dies at all in Part 3 due to his own inability to see himself as anything but infallible, after using and discarding countless lives as best suited his goals. To Dio, the world in a literal sense is his to control and everyone and everything within it that can't be used to advance himself is, in his own words, 'useless, useless, useless.'
Skills and Abilities:
Vampiric body
[Note: The majority of Dio's vampiric abilities listed on the wiki (Vaporizing Freeze, Space Ripper Stingy Eyes, Fusion, Teleportation) are things he can't use circa Part 3 due to being unaccustomed to Jonathan Joestar's body. While he can use spores/mind-controlling flesh buds, I'm going to presume that is definitely going to be nerfed/lost upon arrival.]
As a vampire, Dio has most of the strengths and weaknesses one would expect. While crosses and garlic have no effect on him, exposure to sunlight would kill him immediately. His physical strength, eyesight, and hearing are all well beyond that of an average human; he's seen reading in pitch black rooms and pressing his ear against the ground to listen for Jotaro's heartbeat. While he regenerates from minor wounds automatically, more serious ones (lacerations, burns, broken bones) require him to drink human blood in order to completely heal. The only surefire way to kill a vampire like Dio without the use of sunlight is to destroy his head/brain.

Stand: The World
Dio's primary Stand is The World, named for the final Tarot card in the Major Arcana symbolizing integration, accomplishment, and fulfillment. As such, The World is one of the most powerful Stands in Stardust Crusaders. It can operate only at a maximum range of thirty-two feet from Dio himself, but its physical power in close combat is enough to punch directly through a human body with little effort. Additionally its speed and agility are nearly immeasurable, specified only as matching or exceeding the speed of light.
The World's signature ability is the power to stop time for everyone except Dio himself--activated with the phrase 'The World, stop time'--for approximately five seconds at his current canonpoint. Dio can move and manipulate his surroundings however he chooses in those seconds. Any changes he makes take effect when time flows normally again (either when his limit runs out or he uses the cancellation phrase of 'Time resumes.')
As a sidenote, Dio also possesses a secondary Stand that is effectively a copy of Hermit Purple. He rarely uses it, and it's implied this is actually Jonathan's Stand more than Dio's own.
Obviously, both of them are going to have to be severely nerfed if not removed completely, but if possible I'd like them to follow rules similar to Adachi's Persona in DRRP r2--that is to say, one or both Stands can manifest, but do basically nothing beyond that.
Motives: Dio has exactly zero regard for human life in any shape, form, or function. His number one priority above all else is himself, so in a place where his power is as limited as his options, he wouldn't have any problem killing someone if he thought he could get away with it. On top of that, he's a vampire. Hunger can be a hell of a motivator.
As for his own larger plans, he wants to do two things: eradicate the Joestar bloodline, and control 'fate', 'time', and 'gravity' (what he calls the force that causes people to meet one another) in order to create what he sees as a perfect world.

Would you prefer that your character be a victim, a culprit, or do you have no preference? Culprit would be better and a little easier to work with, but I can work with whatever's necessary.
Would you like to volunteer to have your character killed off? I didn't have plans to volunteer this time, I'll just let the RNG do what it will!
Would you be willing to have your character be a mole for the Conductor? Yes--while Dio circa Part 3 is more accustomed to giving the orders, he'd be willing to adapt given the situation if he thought acting as a mole would be his best option to get out alive and return to more important things. Personally, barring emergencies or unforeseen circumstances I should be available at almost any time OOCly for planning.
